Jinjie Company’s 4 Million-Tonne/Year CCUS Demonstration Project Received Environmental Impact Assessment Approval

Recently, the Environmental Impact Assessment(EIA) report for Jinjie Company’s 4 Million Tonne/Year CCUS (Carbon Capture, Utilization, and Storage) demonstration project was officially approved by the Yulin Municipal Ecological and Environment Bureau, signifying a substantial breakthrough in the early stage of the project and laying a solid foundation for subsequent investment decisions, and implementation of construction.

As one of the national “Two Key” projects in energy conservation and carbon reduction and one of the “Top 100 Projects” designated by the State-owned Assets Supervision and Administration Commission of the State Council, this project of Jinjie Company is located in the high-tech zone of Shenmu City (county-level), Yulin City, Shaanxi Province. Fully leveraging China’s Energy Golden Triangle Region’s unique resource and industrial base, high-quality geological carbon sink conditions, and cost advantages, the Project will develop a demonstration facility with a 600 MW coal-fired unit and a capacity of 4 million tonnes of CO? capture, covering an area of 11.875 hectares, with an annual planned operation of 8,000 hours and operational flexibility ranging from 20% to 110%. The total investment amounts to RMB 1.99 billion, of which environmental protection investment is RMB 16.43 million, accounting for 0.83%. The project will construct core facilities including an inter-cooling tower, an absorption tower, an analytic tower, CO? storage tanks, and a compression station. Upon completion, it is expected to capture no less than 4 million tonnes of CO? annually, with multiple absorption pathways including geological storage, mineralization fixation, oil displacement utilization, and low-carbon methanol production—equivalent to planting approximately 34 million trees each year.

The EIA approval confirms that, with full implementation of the approved environmental protection measures, the project’s potential adverse impacts on the ecological environment can be effectively controlled. The project strictly enforces the “three simultaneous” requirements—design, construction, and operation of environmental protection facilities aligned with the main project—to ensure high standards of environmental protection, supporting the green upgrade of the coal power industry and injecting practical impetus for China’s transition to clean energy under the “dual carbon” goals.
